Ms. Robin Thomas
Managing Director
Ms Thomas joined Wedbush Morgan Securities in 2001. She has been in public finance since 1981 and is a Managing Director in our Solana Beach office. Ms. Thomas has completed several hundred financings for more than 50 California issuers including redevelopment (including housing set-aside) financings, cop/lease financings, assessment/mello-roos financings, parcel tax financings, sales and use tax financings, general obligation financings and mobile home park financings.
 
Mr. Richard DeProspo
Managing Director
Mr. DeProspo joined Wedbush Morgan Securities in 2008. He earned a BA from the State University of New York, New Paltz, and an MBA in Finance from the State University of New York, Albany. Mr. DeProspo has been in public finance since 1980 and is a Managing Director in our Los Angeles office.

Mr. DeProspo has covered all sectors of public finance including public power, municipal water and electricity, cities and redevelopment agencies, higher education and non-profit agencies. In addition to leading our firm's practice with educational institutions, Rich is a widely respected expert in California Redevelopment Finance.

 
Mr. Robert Larkins
Managing Director
Mr. Larkins joined Wedbush Morgan Securities in Spring of 2008. He graduated from Stanford University with a degree in political Science. Mr. Larkins has completed over $20 billion of financings and has been in banking since 1985. He is a Managing Director in our San Francisco office.

Mr. Larkins places emphasis on "policy banking"-developing customized capital markets solutions to the policy/programmatic challenges faced by local governments in California. His practice primarily includes California counties and cities, with a specialization in Pension Obligation Bonds and OPEB (Other Post Employment Benefits) Bonds.

 
Mr. Richard Clark
Managing Director
Mr. Clark joined Wedbush Morgan Securities in June of 2008. He earned a BA in History from Dartmouth College and an MBA from Stanford University. Mr. Clark has been in banking since 1979 and he is a Managing Director in our Los Angeles office.

Mr. Clark specializes in general fund leases, redevelopment finance, utilities (sewer, water and solid waste), electric utilities and land secured finance. His practice includes cities, counties, special districts and redevelopment finance.

 
Mr. David Ulbricht
Senior Vice President
Mr. Ulbricht joined Wedbush Morgan Securities in 2005. He is a graduate of Oregon State University with a Bachelor of Science degree in Business Administration (Finance). Mr. Ulbricht has been in investment banking and municipal finance since 1988, and is a senior banker in our Portland, Oregon Public Finance office where he manages the pubic finance activities in the Pacific Northwest.

Mr. Ulbricht has covered all sectors of public finance including cities, counties, special districts, industrial development revenue bonds, affordable housing, and health care. David is one of the region's leaders in public finance services to fire and emergency services public agencies.

 
Mr. Richard Morales
Senior Vice President
Mr. Morales joined Wedbush Morgan Securities in 2005. He is a graduate of New York University with a BA Degree, and a graduate of Columbia University's Graduate School of Business with an MBA in Finance. Mr. Morales has been in banking since 1980 and is a Senior Banker in our San Francisco public finance office.

Mr. Morales has been in public finance since 1980, acting as both underwriter and financial advisor to state and local governments. Since 1984, Mr. Morales has specialized in California public finance, particularly in the sectors of water utility finance, redevelopment finance and land secured finance. He has represented various large agencies throughout the state, as well as having served numerous cities of all sizes.

 
Mr. Peter Evans
Senior Vice President
Mr. Evans joined Wedbush Morgan Securities in 2008. He earned a BA in Economics from the University of California, Los Angeles, and a MBA in Finance from the University of California, Berkeley. Mr. Evans has been in investment banking since 1991 and is a Senior Banker in our San Francisco office.

Mr. Evans specializes in working with 501(c)(3) organizations to finance their capital facilities with tax-exempt and taxable bonds. Mr. Evans has completed over $4 billion of financings for West Coast private colleges and universities, independent schools, cultural institutions, independent research institutes and other nonprofit organizations.

 
Ms. Linda Del Bianco
Vice President
Ms. Del Bianco joined Wedbush Morgan Securities in October, 2007. She works with clients primarily in the Northwest and Rocky Mountain regions including: public and private schools, cities, counties, tribal governments, states, special districts, conduit issuers and private companies. Ms. Del Bianco has worked in the municipal fixed income capital markets since 1985 and has extensive experience in structuring both new money and refunding issues. Of the more than $2 billion in local and state government financings she has participated in, approximately one-third of this amount is comprised of refunding issues. Ms. Del Bianco is located in our Seattle office.
 
Mr. John Phan, Vice President
Vice President
Mr. Phan is a Vice President in the Firm's Los Angeles office, providing client management, transaction oversight and other investment banking services for cities, redevelopment agencies, institutions of higher education, municipal utilities and non-profit corporations. Mr. Phan has been a member of client-centric teams for private education relationships totaling 20 financings for over $500 million since 2001. He holds a Bachelor of Science from the University of California, Berkeley.
 
Mr. Timothy Iltz
Vice President
Mr. Iltz joined Wedbush Morgan Securities in 2005. He is a graduate of the University of Oregon with a Bachelor of Science degree in Business Administration (Finance). Mr. Iltz has been in banking since 2000 and is a banker in our Portland, Oregon Public Finance office.

Mr. Iltz specializes in school districts and he has direct experience with: general obligation bonds, tax anticipation notes, equipment, assessment, lease, and revenue financings. In addition, Mr. Iltz has experience with cities, counties, ports, fire districts, drainage districts, irrigation districts, and water and sewer districts

 
Ms. Elena Zaretsky
Vice President
Ms. Zaretsky joined Wedbush Morgan Securities in 2005. She has a Bachelor of Arts in History from UCLA, and a J.D. from Albany Law School (Albany, NY). Ms. Zaretsky has been in public finance since 2000 and is a banker in our Solana Beach office.
 
Ms. Leslie Wienand
Associate
Ms. Wienand joined Wedbush Morgan Securities in January of 2007. She is a graduate of the University of Arizona with a Bachelor of Science degree in Accounting and Finance. Ms. Wienand has been in finance since 2001 and is an Associate in our Solana Beach office where she provides transaction oversight and other investment banking services for cities (COPs/Lease Revenue), redevelopment, and land based issues
 
Ms. Arleen Chiu
Associate
Ms. Chiu joined Wedbush Morgan Securities in February of 2008 as an Associate in the Public Finance department. In this capacity, she provides transactional assistance for various aspects of each financing, including quantitative and documentation support. She has been in public finance since early 2007. Ms. Chiu is a graduate of the University of Puget Sound with a Bachelor of Arts in Sociology.
 
Mr. Ken Yoon
Analyst
Mr. Yoon joined Wedbush Morgan Securities in June of 2008 as an Analyst in the Public Finance department. In this capacity, he provides transactional assistance for various aspects of each financing, including quantitative and documentation support. He has been in public finance since 2006. Mr. Yoon is a graduate of the University of California San Diego with a Bachelor of Arts in Economics.
